Keeps the Active Runtime Rule inventory at 19 while resolving six semantic ambiguities and reducing combined runtime context through owner-canonical compaction.

  • Uses one standalone subagent for one bounded independent axis, parallel standalone lanes for independent testing/metrics/test-matrix cells, and Agent Team/teammates only for real coordination dependencies.
  • Preserves authority, safety, evidence, approval, stop, recovery, phase-lineage, goal/route, and no-delete contracts.
