Summary

• Applies owner-canonical compression across 15 active runtime Rule owners.
• Reduces the combined 19-Rule payload from 405,914 bytes to 273,721 bytes: 132,193 bytes removed (32.57%).
• Preserves the 19-file runtime boundary; no active Rule file was added, removed, merged, or renamed.
• Aligns the 15 touched runtime/design/per-chain changelog versions and the repository README, master changelog, TODO, phase summary, active design inventory, and playground coverage.
• Corrects the PowerShell installer to match the 19-file Bash manifest, including goal-authoring-and-route-support.md.

Verification

• git diff --check passed.
• Combined semantic-guard checks passed for authority, refusal/recovery, topology, retry, evidence, status, phase-lineage, and /goal//plan literals.
• Metadata, local-link, body-sufficiency, version-alignment, 19-file manifest, and current-inventory checks passed.
• Bash and PowerShell temporary installations each produced exactly 19 source-owned runtime Rules.
• All 38 source/install SHA-256 comparisons passed across the two installer paths.
