add github workflow to lint & test code

Pull Request Description

1. Add basic workflow for presubmit & post-submit tests. Currently it runs the lint & test defined in the Makefile.
2. Rename the lint make target to be lint-all, currently the lint target don't work as expected since it depends on a non-exist go-lint target.

Note: Both lint & test run automatically in CI but will fail currently, we can bypass this workflow when merge PRs. Created created issue #75 to track the fix since they are unrelated and shall be fixed via separate PR.

• the lint fails due to various styling issues such as errors not checked/typos etc.
• the tests failed in some e2e test, those shall be fixed via a separate PR as well.
