MathGov is an open ethical-governance framework. RippleLogic is its rights-constrained decision architecture. The governing cascade remains:
RG -> RF/NCRC -> TRC -> CSV -> RLS
The core_15/ directory is the bounded Core 15 reading bundle: fourteen DOCX reading mirrors plus the RippleLogic Aligners Sheet v5.5 worked-run exemplar. The corresponding Markdown files under docs/ are the governing semantic sources. Schemas, validators, registries, examples, manifests, hash ledgers, and the RLS Validation Workbook v0.3 are extended release-support artifacts governed by VERSION_MANIFEST.yaml and release/release_manifest.yml; they are not additional Core 15 components.
v12.5 adds configuration-bound assurance, capability-state separation, current-state/transition/post-state analysis, qualification continuity and requalification triggers, frozen evaluation binding, future safe option-space review, open-assurance dependency limits, and narrow implementation-milestone claim boundaries. It adds no gate, no welfare dimension, no proprietary dependency, and no empirical-superiority claim.
