Align local skill mirrors and the AGENTS.md catalog with android/skills v1.0.13 (CLI 1.0.16486076). Add android-permissions-security without a default route. Drop catalog leftovers the CLI left behind, including standalone Perfetto skills now owned by android-profiler.
