Bump spack-packages version

Description

• Update spack-packages version for Cleanup RAJAPerf Package #1171 and ScaFFold Benchmark and spack-pip Package Manager #1031
• Make changes to fix broken tests due to the update
• Add latest raja version v2025.12.0
• Remove compiler flags from systems

Only expected failures are [matrix, llnl-matrix, lammps, +cuda] and [matrix, llnl-matrix, sparta-snl, +cuda~gpu-aware-mpi]. Will need to look into other failures
