Custom cuDNN

This change allows for installing a specific version of libcudnn8 from apt during a build.

  • This is for the CUDA 12.2 build, which has no officially compatible libcudnn8 release yet.
  • cuDNN is partially forward-compatible, so installing libcudnn8 for CUDA 12.1 and running it with CUDA 12.2 may work for some things, but not others.
  • The builds in this PR are thus highly experimental, and should probably not be merged at this time.
