feat: switch puppetboard to openvoxview

Here is a first version of moving things to openvoxview instead of puppetboard.

Project status is noted as:

This project is currently in its beta stage and may not be suitable for production use.

Are we happy enough that this should indeed be going into the helm chart at this time?

Otherwise in principle i am also fine with this change - but this is going to be a breaking change due to values name changes, we will need to bump the major version number on this, if thats the case then i would prefer to make some more wholesale changes as part of same major version release e.g. renaming everything from the puppetserver to openvox equivalents etc

That is going to need some adjustments to release actions and related plumbing to prevent premature breakage - which we need to do anyway. I think they are important enough to do before we merge this into the main branch

This issue here voxpupuli/openvoxview#93 stats that

some minor fixes for some bugs, you can use it in production and create issues/prs with things you're missing.

i think the next release will be a 1.0.0 and ready for production

So, i think we can go ahead

one can prepare all the thing and bump major once everything is ready.

I'm going to close this PR in favour of #20 as that retains current behaviour and will enable users to choose which they prefer and gives us a means to transition defaults gracefully for users - thanks for the work though on this - it is still appreciated either way
