support ubuntu 24 for the images cause on some nvidia setups dont work with ubuntu 22.

Basically if you update the NVIDIA Container Runtime to 1.18 or later on Ubuntu 24, you can no longer use VMs on Ubuntu 22. So if you use a new Ubuntu, it's not possible to run the project. This is a fix for whoever needs it

Thanks @mattkanwisher , I think this is a very useful contribution for the future.

For the time being, I prefer to keep the simulation and the deployment images all aligned on Ubuntu 22 / Linux4Tegra 36 / ROS2 Humble (i.e. not advancing beyond what JetPack officially supports).

However, if you noted that this causes issues with the NVIDIA Container Toolkit on Ubuntu 24 hosts, I would ask you to please open an issue: we can use it to (1) cross-reference this potential solution and (2) keep track of it/gather feedback (maybe there are alternative workarounds for Ubuntu 22-based NVIDIA images on Ubuntu 24)
