Add Atlas to Quay-managed repos

Summary

• Add InverterNetwork/atlas to top-level repos[] in deploy.values.yaml.
• Mark Atlas as Quay-managed with Bun and bun install.
• Set Atlas Quay base branch to dev.
• Wire Atlas issues to the Brix Linear team so Quay Linear tickets can use repo: atlas.
• Update installer-smoke fixtures/probes so CI rewrites and validates the new Quay-managed Atlas repo.
