Promote dev to main: Atlas Quay-managed repo

Summary

• Promote dev to main after Add Atlas to Quay-managed repos #234.
• Adds InverterNetwork/atlas as a Quay-managed repo with base_branch=dev.
• Keeps Atlas wired to the Brix Linear team so Quay tickets can use repo: atlas.
• Includes installer-smoke fixture/probe coverage for Atlas as a Quay-managed repo.

Validation

• Add Atlas to Quay-managed repos #234 installer-smoke / install passed.
• Release PR CI should rerun installer-smoke against the dev->main diff before merge.
