Better socket buffer size support. Support for quickack and ECN.

This releases changes (improves) how explicit socket buffer sizes are configured. It also adds support for TCP_SENDMOREACKS (macOS only) and experiments; support for TCP_QUICKACK (Linux only). On macOS, connections now always set TCP_ENABLE_ECN.
