Main changes

• Android Security Patch level: 3/5/2022.
• Add a new setting to change screen refresh rate (in Settings > Display > Screen refresh rate, same as the one in lineage-17.1).
• Disable disk quota for TWRP compatibility (the rebuilt one is no longer needed).
• Fix Vulkan support on Android 11 (it's an old problem since the first release of lineage-18.1). The graphic driver only supports Vulkan v1.0, but should be enough for most games and benchmark Apps (3DMark passed).
• Show Edge gesture setting only on Mi-4c (libra).
• Show High performance mode setting only on Mi-4c (libra) and Mi-4s (aqua). The LineageOS sources in my PC is also used by Mi-Mix-2 (chiron), which does not support these features.
• Show Screen refresh rate setting only on Mi-4c (libra) and Mi-4s (aqua).
