Revert "libra: fstab: Enable disk quota for /data"

The changes about disk quota breaks the compatibility with the kernel in TWRP (because of EXT4 backport).
It brings more trouble than advantages for normal users, so disable this feature to prevent more problems in the future.

Also update repo_18.diff to the lastest status.

This reverts commit 232625f.
