Culture Sets

A culture set is the pool of cultures a map can draw from. It is picked in the Options tab under Map settingsCultures set. The number of cultures actually placed is min(Cultures number option, set maximum), and it is lowered further on small maps that cannot host that many cultures.

Set Cultures defined Maximum used
All-world 33 32
European 15 15
Oriental 13 13
English 10 10
Antique 16 10
High Fantasy 17 17
Dark Fantasy 34 18
Random generated on the fly 100

Every culture in a set has an odd — a chance to be included at all — and a sort function that scores cells to pick the culture center. That is why two maps with the same set rarely get the same cultures, and why e.g. Inuk tends to appear in cold regions and Maui on tropical islands.
