YHSI form updates

To the YHSI form update the following items:

Button name on Historical Pattern missing on edit state
Location section- Change 'Border number' to 'Borden number'
validate lat/long. (only numbers, no text or spaces, longitude always negative/latitude always positive, don't limit significant digits)

the validation of lat/long will likely require the change of field type from character to integer. On change confirm _CSW view still works.

Unable to complete this ticket until migrations work across environments
