Update XSpec release and Saxon HE runtime. #2

- Update the release from xspec 0.5.x to 2.2.4, current stable. - Update Saxon HE from 9.x to current 11.x release. - Update Maven download location for Saxon HE as central.maven.org is obsolete and we must pick another stable mirror for Saxon HE download.

I guess you might want to hold on that until I get more formal resolution of the issue I just commented on indicating some issues with dependencies in 11.3 mirror reports of what happened with 11.1. There might be a missing dep in their build pushed to Maven. I will sort that out and report back. |

Right now, Saxonica recommend Saxon 10 as the "most stable and reliable release." (https://www.saxonica.com/download/download_page.xml) Saxonica maintain their own Maven repository at https://dev.saxonica.com/maven/ |
