Added documentation for deployment of development branch of SoftPack.
Contains step-by-step instructions to download & configure terraform/ansible instructions; modifications required on the VM to get SoftPack working, and basic instructions to build a package from an existing SoftPack Yaml file.
I have followed the instructions, copying commands/config from the document, to create a VM and start a build (though not to completion).
