Add PHP 8.5 / Laravel 13 support

[Copilot]

CI fails on all matrix jobs. Two root causes:

1. Pest/PHPUnit 12 crash — pestphp/pest ^4.0 pulls in phpunit ^12.0, which rejects removed config attributes in phpunit.xml.dist (backupGlobals, processIsolation, stopOnFailure, beStrictAboutOutputDuringTests, backupStaticProperties, <coverage><report>, <logging>). Pest exits 1 before running any tests.

2. Pint style violation — fix-php-code-style action detects fully_qualified_strict_types violation in LocaleCollection.php, then git-auto-commit-action fails with 403 on push.

Changes

• phpunit.xml.dist: Update schema to 12.0, strip attributes and elements removed in PHPUnit 12
• src/LocaleCollection.php: Use imported short name in @extends docblock
