The previous code relied on UpdateEffect returning true when the set of enabled transforms changed, however that was not the case when the generated shader stayed the same.

Seems like something changed in msbuild that the dll isn't copied anymore. I guess in the past it came through Stride.Importer.Assimp.vcxproj even though there it's marked as CopyLocal=false
