[ppc64le] Update ppc64le dependencies

Description

This PR follows 494. Certain dependencies of vllm-spyre are not readily available on ppc64le arch. These will be skipped and handled manually.

Or this can be done with pip:

uv pip compile --group lint > requirements-lint.txt
pip install -r requirements-lint.txt
bash format.sh
