fix(svg): render SMD pads on paste layers

Summary

• render top- and bottom-side SMD pad apertures in their corresponding paste-layer SVGs
• label derived pad geometry with the requested TOPPASTE or BOTTOMPASTE layer and paste-layer color
• add the STM32 ST-Link V2.1 repro from repro(svg): snapshot missing ST-Link top paste pads #179 and verify all 65 top paste apertures
• update the Novena top-paste crop to include derived pad apertures alongside explicit paste fills

Supersedes #179.
