To use the VIP for our TB, we cannot use git submodule.
Therefore, I've added the setup script.

@taichi-ishitani Thanks for your comment! I've just closed this ticket but I want to use this just for local development.

there are env variables to specify path to dependent repositories.
by using them, you can put dependent repositories anywhere.
