Issue

Coming from tact-lang/web-ide#404

This needs for trigger bot to update dependencies in Web IDE repository when Tact releasing new version

Looks fine. This should require the handling of the "update" type in web-ide repo, right?

So, this workflow will send "ping" to web-ide repo when Tact publish a new release (i've also added manually run with workflow_dispatch) and this will trigger updating repositories in web-ide
