We depend on python-cairo bindings and python-gi-cairo. (openpaperwor…

…k/paperwork#283 was instructive here.) Also, since we're now editing the debian folder by hand to add this stuff, remove the note about running pkgme; we don't need that anyway, because we used it once to generate a viable debian folder and now that folder should remain.
