Hi, I fixed golang-related document and CI configuration.

Updated README.md
Updated workflow files to use actions/setup-go v4
- Using go-version-file inputs to get Golang version from go.mod file
- Using v4 version
  - The v4 version is using cache: true on default
  - See https://github.com/actions/setup-go/releases/tag/v4.0.0
