it would appear that there were 2 tests in this PR that were passing, presumably because it crashed executing this opcode, that now fail due to lack of block validity checks.

these two tests still fail due to lack of support for transition tests in the KEVM test harness.

The BLOBBASEFEE opcode costs 2 gas, is enabled in Cancun, and returns a calculation derived from the excessBlobGas block header field.
