You could update https://github.com/robotpy/roborio-openblas, add a .pc file to the -dev package, and ensure that pkgconf-pypi is installed (I think we already do it?) and that would likely get you to the next step.

However, I'm pretty sure this will run out of memory on a RoboRIO 1.

I've managed to get BLIS to build with a similar setup to roborio-openblas; figure it's worth switching the BLAS implementation given our memory constraints. I'll see how far I can get with that.
