I put these small code changes in the same branch as my last PR (robb0wen#274) because that PR is still open (plus, that PR is about improving/adding neon glows, and this commit is about adding two new neon glow colors).

It was always hard to see the radial glow of any neon green text, so I modified the CSS shadow properties a little bit for the green color CSS that's injected via theme_template.js. Now with this PR, the neon green glow is just as pronounced as the other neon colors. I also added a neon glow to white text.
