Adds project-level Export and Import actions to the web UI. Export opens the normal list filters and search with checkbox selection retained across searches/pages, then downloads a ZIP containing selected topics, related parent/merge records, complete history and attachment files. Import previews the dataset and appends new numbered copies atomically without overwriting existing topics.

Imported relationships and attachment links are remapped. Historical commands remain inert provenance and imported builds require local registration. Archives enforce format, path, size, checksum and reference validation; exact repeat imports are refused.

Validation: 11 focused archive tests, 1 protected HTTP integration, Node dialog behavior checks, existing UI refresh checks, Python compile and JS syntax checks pass. Review regressions were reproduced red before corrections for malformed plans/empty status, child-bearing merge undo, stale submission closing a reopened dialog, malformed activity, unresolved attachment references and partial file writes. Two independent full-diff reviews completed; all six findings corrected with red/green regression evidence. Added 21 passing existing attachment/seed checks. Full suite runs on CI; browser visual acceptance, real desk transfers, release and installed plugin updates were not run.

Pair Desk: PD-18. Documentation: docs/topic-transfer.md.
