Vaex compatible up to python<=3.12

Description

This pull request allows the install of vaex up to python<=3.12.

• Adapt comments written when vaex was not compatible with python 3.11 and 3.12
• Allow install of vaex up to python<=3.12
• Travis tests can be run on only 1 python version. Stop random pytest.
• Add link to vaex release for documentation.

A few updates:

• The compatibility with numpy 2.0 is worked on there. Help wanted by vaex devs: Drop python 3.8, add python 3.13, allow numpy 2.x vaexio/vaex#2446
• With python<=3.12, there is currently an incompatibility with Windows. There might be a release without the windows wheels. See [BUG-REPORT] vaex causes a segmentation fault on windows vaexio/vaex#2442
