I note that this PR looks to merge from @SeitherJulian main branch. This is not recommended, although I forget why and think this is primarily good practice for Julian, in that it would be difficult to manage contributing to more than one PR at the same time. |

In #43, new tests using these module were added, but they were not added to extras_require. Family tests from qutip core uses these.

This adds notebooks testing the basic functionality of qutip-qoc. The notebooks are in jupytext notebook format and can be used as examples by the users, but they will also be added as automatic test cases.
