The scheduled update-orchestra workflow reran and recreated the PR branch from the default branch. Because the workflow only checks the default-branch working tree and quickfixj-orchestration/src/main/resources/OrchestraFIXLatest.xml is not present there, it treated the current version as 0 and generated the same EP309 update again, which peter-evans/create-pull-request then force-pushed onto the existing branch.
