feat: Adding to Webi package repository

This is a part of the script that will enable users to install quick-lint-js using webi packager.
In this code, we did the following:

• Create a json file named all-versions-manifest.json which will have information of all releases.
• Wrote code that adds each specific release information to It.
• Updated the readme.md.
