This PR:

Fixes all the linter issues in the affected files.
Fixes local search being performed without a search query. This gives random results.
Updates the state directory location to be in /home/<user> on Debian and %APPDATA% on Windows.
Updates the location of the key files to be in the state directory.
Updates the ruff configuration to no longer run on the GUI files.
