ci: add more 3.14t builds, delete duplicate linux aarch64 build

Change Summary

I noticed that we weren't building for 3.14t for all platforms.

I also dropped builds for 3.13t; I think there's no need to ship these any more, 3.14t is strictly better, 3.13t is generally experimental and unstable.

We also had a duplicate linux aarch64 build, I removed it (it's run in the PGO optimized build).
