Based on what is written on website of Ministry of Regional Affairs and Agriculture and previous e-mail response in this case, I've copied the spdx-identifier from Finnish Digitransit, as it's basically the same

Up to the part with Digitransit this sounds like good reasoning, but what does Digitransit have to do with this?
Did they actually ever mention CC-BY-SA-4.0 or did they state the conditions themselves without an actual license?

I don't read the text as that, I think it refers to the software they use for routing.

Open data is freely available for use by all interested parties

That would be public domain / CC-0 in jurisdictions that don't have that if there are no further conditions

I've checked in detail what does Digitransit mean by "data" and indeed the CC0 from government option makes more sense

@vkrause As someone with a bit more licensing experience than me, would you agree that "Open data is freely available for use by anyone interested." / "Open data is freely available for use by all interested parties" basically equals CC-0 in its consequences?
