upgrade rust-toolchain to 1.82.0; fix some CI issues

Description

Update the CI so that it can pass.

Changes

• upgrade rust toolchain to 1.82.0 in root level
• remove incorrect skip_check from typos check action
• upgrade rust toolchain to nightly-2024-10-17 in docs-ghpages.yml
• add a step of installing fontconfig system dependencies in CI
• get rid of lints-stable.yml file since it is duplicate of lints-beta.yml
