This fixes pop-os/cosmic-panel#455. Applet drop-downs are now closed when opening Workspaces or Applications.
It's still possible to open Workspaces first and then open Applications over it, but that's not a regression.

I'm not exactly sure about how this should be handled but this fixes pop-os/cosmic-panel#455.
