Toolbar dropdowns invisible on Safari when position "top" or vertical scrolling

Due to a bug in popperjs with Safari, the dropdowns are currently invisible in Safari when the toolbar is on top position. Also when positioned left and the toolbar has scrollbars, the dropdowns are hidden.

Note: this is due to the popperjs "fixed" strategy introduced in #1582
