If we support "ADD_TIFLASH_ON_DEMAND" on the "CREATE VECTOR INDEX ... ON ... ADD_TIFLASH_ON_DEMAND", the user can define a vector index with python code as the code in
tests/sqlalchemy/test_sqlalchemy.py"test_create_vector_index_statement"
