maintainer: refactor maintainer and controller

What problem does this PR solve?

Issue Number: ref #1030

What is changed and how it works?

1. Rename some method in maintainer package.
2. Replace tsoClient with pdClock to speed up the creation of dispatcher and decrease the PD pressure when creating huge amount of dispatcher.
