We are homogenizing the Anaconda python environments used for our test software. We have inluded picosdk by adding an install to the git respository in our environment files:

  - pip:
    - git+https://github.com/picotech/picosdk-python-wrappers

We would like to be able to install picosdk python package on some systems that may not have a picosdk installed, and thus use the signal file to ignore the check. When installing a package like above however, setup.py is run in a temp directory. Using a flag file in the user root allows us to use the flag in any circumstance.
