K8SPG-377: Update pg_stat_monitor and pgAudit extensions automatically

CHANGE DESCRIPTION

Problem:
On PG upgrade, installed extensions can be outdated and can cause a crash.

Solution:
On every extension reconciliation, we should perform an extension update command (which is idempotent).

CHECKLIST

• Is the Jira ticket created and referenced properly?
• Does the Jira ticket have the proper statuses for documentation (Needs Doc) and QA (Needs QA)?
• Does the Jira ticket link to the proper milestone (Fix Version field)?

Tests
