Summary
Stamps the workspace from 0.14.5 to 0.15.0 and records the release in the
changelog. This release focuses on interoperability for portable signed records:
record-carrier references, interoperability vectors, a COSE-Sign1 carrier design
note, and records-first developer entry points.
No public API, wire format, schema, signing envelope, package-publication surface,
CLI surface, or runtime behavior changes in this PR.
