Hi,
I was trying your module and found out that the $svnflags wasn't taking effect on the checkout because of a scope issue.
I move it inside the checkout definition parameters and is working fine now =D All tests where made in Centos 6.4 and Puppet Enterprise 2.7
I hope this helps the improvement of you code.
