✨ improve WHO empower indicators

Improve WHO MPOWER (tobacco policy) indicators with a focus of metadata and FASTT.

Changes:

• Pull out GHO smoking indicators into separate step in etl to make maintaining easier
• Switch taxes as a share of cigarette price to new indicator, which has more data
• Add metadata and FASTT to all indicators
• Improve FASTT and map brackets for WHO empower charts
• Add "Smoking bans on public places" chart
• (after merging) redirect Share of taxes in tobacco retail price to chart with new indicator (above) and delete

Ah one more thought, I think the diverging colour scale in this chart isn't one of our standard ones, to me I'd expect orange and yellow to be the other way around. Could you try out a different diverging palette?
