This is an overhaul of the various software development pages to bring them up to date and use the (upcoming) Git-based AFS-less workflow. Also includes information on docker-osg-build, which was the remaining part of https://opensciencegrid.atlassian.net/browse/SOFTWARE-5893 . (The changes go together which is why they are in one PR.)
