Additional information: The main purpose of this PR is to add a known issue about HCP and CAPI (see line 66). Because the HCP release notes are temporarily "hidden" until they can be published in alignment with the upcoming GA of MCE, the PR also un-comments several sections of the release notes. This PR will be merged when the HCP docs can go live in March.
