Add PHP into development branch

• Tested on Windows
• Tested on MacOS
• Tested on Linux

Problems:

• I can't test it according to docs/CONTRIBUTING.md because poetry run interpreter doesn't work. One difference I used NIX on Arm64 Mac to install poetry
• Tools black and isort Skipped during git commit and if I run it for all files it changes not only changed files by me ;)
• Looks like /Users/USER/Library/Application Support/open-interpreter/profiles/default.yaml - is not used anymore :(
• interpreter --model ollama/qwen:110b -y - AuthenticationError: OpenAIException - The api_key client option must be set either by passing api_key to the client or by setting the OPENAI_API_KEY environment variable
